Help Shape the Future of the UEL
Project Update – March 2022
Thank you for your continued interest in the University Endowment Lands (UEL) Governance, Services and Structures Study. Whether you participated in the first open house and community survey in spring 2021, or you are visiting this project website for the first time, your participation and input is greatly appreciated.
The next phase of this study includes a review of the various governance scenarios that exist throughout B.C., in order to discuss the opportunities and challenges of each scenario in managing the future needs of the UEL community in approximately 30 years (i.e., year 2050). To help provide you with additional context, a series of governance scenario backgrounders is provided CLICK HERE to view (or see “Documents” tab on this web page).
We hope that this information will assist you as we move into the next round of community engagement. This will include a virtual open house, which is scheduled for March 16, 2022, from 6:00pm to 8:00pm, and a community survey. To register for the open house, please CLICK HERE or click on the “register for our open house” icon on this web page. Those who register will receive a link to the virtual open house 48 hours before the event and on the day. Immediately following the virtual open house, we will post a recording of the meeting as well as release a second community survey on the website.

UBC/UNA CAMPUS VISION 2050
Campus Vision 2050 will be developed through comprehensive engagement with the campus community and xʷməθkʷəy̓əm (Musqueam), and informed by existing UBC policy, principles, future space needs and societal imperatives. The process also incorporates feedback from focus groups held as part of the pre-planning work that concluded in December 2021.
Community input and feedback will be used to help envision the future we want to see for the campus and assess trade-offs and choices for how the university uses its lands to best respond to the complexity of interests, needs and aspirations.
Each phase of the process will build on and adapt to what is learned through engagement and technical analysis.
Existing university policies, critical university needs, and direction from the Board of Governors will provide a framework, and the engagement process will be highly responsive to emerging issues and ideas.

Where we have been
In late 2021, UBC Campus + Community Planning developed Preliminary Terms of Reference for Campus Vision 2050(External link), with input from the administration, discussions with xʷməθkʷəy̓əm representatives and focus groups with the UBC community.
This pre-planning process identified preliminary needs and aspirations for the future of the campus. Organized under eight themes, the needs and aspirations reflect a preliminary assessment of community interests and articulate a range of institutional commitments and policy priorities, as well as preliminary growth needs, goals and actions that the process will address.

Where we are now
Needs and Aspirations
The first phase of Campus Vision 2050 focuses on further exploring, enriching and refining the needs and aspirations and identifying areas of compatibility and synergy between them and areas where there may be tensions.
This work will result in the Final Terms of Reference, which will include principles and strategies that will guide the rest of the process as we develop and assess a wide range of planning options for the future.

What we are working towards
Campus Vision 2050 will result in:
- 30-Year Campus Vision: a high-level, long-term description of the campus along with a series of conceptual plans and diagrams. It will address areas such as land uses, transportation, open space and ecological relationships and connections, where, when and generally how much development there will be, places where there will be no development, and the general look and feel of the campus. As part of this phase, the timing and proposed form of development of the future Stadium Neighbourhood will be considered and adjusted in the context of the long-term vision for the campus.
- Updated Land Use Plan: covers the entire campus, including academic and neighbourhood housing areas,* and establishes the long-term direction for land use on campus, including policies for building heights, neighbourhood densities, and open space amounts.
- 10-Year Campus Plan: will guide how academic facilities, housing, transportation systems, green and open space, and community amenities are accommodated over the next 10 years in alignment with the 30-Year Vision.
*Before a neighbourhood area can be built, a Neighbourhood Plan is prepared that details the layout and development program, following the policies set out in the Land Use Plan.
